In 2023, CIMA+ contributed to the completion of the 101-km West Calgary Ring Road—an award-winning project that improves mobility, enhances safety and strengthens regional connectivity. The project also improves access to the Tsuut’ina Nation and the Taza development, one of the largest Indigenous-led real estate projects in North America.

Our work also supports evolving urban design standards. In 2025, our team updated the City of Edmonton’s Complete Streets Design and Construction Standards (CSDCS), introducing innovative approaches to safer, more resilient neighbourhoods that prioritize pedestrians and cyclists. CIMA+ continues to contribute to research and implementation of active transportation and traffic safety solutions across Canada.

Infrastructure, transportation and utility projects are ultimately community projects. They must be delivered safely, responsibly and with lasting performance in mind.

For example, CIMA+ was engaged to design the addition of a third transformer and modifications to the Lee terminal station in Kelowna. These upgrades are critical to ensuring reliable power delivery to homes and businesses, reducing the risk of outages and supporting economic stability.

Similarly, the Canmore wastewater treatment plant reflects a commitment to sustainable growth. By incorporating solar energy, energy-efficient systems and advanced treatment technology, the facility ensures clean, safe water for residents while minimizing environmental impact.

Mill Creek: Engineering that stands the test of time

The award-winning Mill Creek project reflects this philosophy in action.

The project required a carefully balanced approach to improving flood mitigation and long-term hydraulic performance while protecting environmentally sensitive waterways. It also involved coordinating multiple stakeholders and regulatory bodies and minimizing disruption to surrounding communities.

Through proactive risk management, strong community engagement and interdisciplinary collaboration, the team delivered a solution that enhances flood protection while respecting the natural environment.

Recognized with multiple awards, Mill Creek stands as a model for resilient municipal infrastructure—technically rigorous, environmentally responsible and successfully delivered. More importantly, it provides lasting protection and reliability for the community it serves.

Ali Taleb, CIMA+ Partner and , Energy and Resources – Municipal and Infrastructure, leads our municipal initiatives with a focus on accountability, collaboration and performance. His approach emphasizes clear communication, transparent reporting, early risk identification and mitigation, continuity of key personnel, and disciplined control of scope, schedule and budget.

With experience spanning preliminary design through construction, Ali brings a comprehensive perspective that bridges multidisciplinary design and practical construction realities. Under his leadership, teams remain responsive, dependable and aligned with client and community priorities.

Arlen Babcock, Partner and Senior Director, Infrastructure, brings decades of experience in municipal infrastructure design, site servicing, stormwater management, subdivision engineering and construction management.

Yuko Suda, Project Director, Municipal Infrastructure, has nearly 20 years of experience across water, stormwater and wastewater systems, with involvement throughout the full infrastructure lifecycle—from planning to commissioning.

Ali Malekian, Senior Project Manager, Infrastructure, specializes in heavy civil and water resources projects, including flood protection systems, water conveyance and renewable energy integration.

Anthony Costa, Senior Project Manager, Energy and Resources, is a transmission asset management expert, having delivered hundreds of distribution programs and residential design-build projects for utilities, namely, BC Hydro.

Eric Zhu, Project Manager, Infrastructure – Water, provides expertise in advanced hydraulic, hydrologic and hydrodynamic modelling to support system planning, flood mitigation and design optimization.

Steve Dawe, Partner and Lead Engineer, Infrastructure, brings extensive experience in water and wastewater systems, including treatment plants, pump stations, hydraulic modelling and electrical and control systems.
