The York Region faced a major challenge: road traffic data was collected independently by several departments, which prevented it from obtaining a complete picture of the situation and limited its ability to target high-risk locations and take effective action. To find a solution to this problem, the region entrusted CIMA+ with a strategic project to design a centralized, high-performance digital tool based on the principles of Vision Zero.
Carried out in three phases, the project began with the centralization and structuring of existing data on collisions, vehicle counts, measured speeds, GIS maps, network features, etc. CIMA+ then developed advanced analytical functions to generate performance indicators and identify the most problematic road sections. Finally, an intensive training phase enabled regional teams to become fully autonomous in using this tool and monitoring the implemented measures.
- Phase 1: Centralization and structuring of existing data, configuration of the technology platform and integration of applicable standards.
- Phase 2: Development of advanced analytical functions for the continuous monitoring and diagnosis of road safety networks, including the development of performance indicators and analytical tools to target high-risk locations.
- Phase 3: Intensive staff training on the use of new features to ensure complete self-sufficiency in data exploitation and monitoring of implemented measures.
With its intuitive interfaces, the tool facilitates data visualization, automated reporting, and rigorous monitoring of road safety interventions. It enables the Region of York to prioritize actions, better target investments, and ultimately reduce the number of deaths and serious injuries on its network.
A tool focused on performance and decision-making
One of the main advantages of this tool is its ability to generate key performance indicators for road safety. These indicators make it possible to identify trends, measure the impact of interventions and guide strategic decisions based on solid facts.
Direct support to Vision Zero objectives
This project actively contributes to achieving the Region of York’s Vision Zero goals. By targeting high-risk locations and facilitating the analysis of corrective measures’ effectiveness, it strengthens the region’s internal capacity to prevent serious and fatal collisions and protect the most vulnerable road users.

The progressive three-phase delivery of the project—data structuring, development of analytical functionalities, and staff training—enabled the client’s teams to take ownership of the tool and contribute to its full integration into planning processes.
