Redevelopment of Lakeview Park in Oshawa, Ontario

The City of Oshawa partnered with CIMA+ to redevelop the Lakeview Park play area into a vibrant, accessible waterfront destination featuring inclusive play spaces and the City’s largest splash pad. Through thoughtful design and public collaboration, the project has strengthened Lakeview Park as a destination, supporting barrier-free recreation and earning recognition for its innovation and long-term public value.

The City of Oshawa tasked CIMA+ with leading the redevelopment of Lakeview Park, a major waterfront destination and event venue. The project’s goal was to design and deliver a new, accessible playground, with a splash pad, that would serve all members of the community— regardless of age and ability— while enhancing public space. CIMA+ provided a complete range of services including a topographic survey, conceptual to detailed design, a tree inventory, public consultation, and contract administration. The team collaborated closely with city staff, stakeholders, and suppliers to integrate public feedback for the delivery of an inclusive design that met both the City’s vision and project deadlines.

 

An accessible destination for play and community connection

The junior play area at Lakeview Park was designed with full accessibility in mind, featuring a ramped play structure, inclusive swings, and rubber safety surfacing for ease of mobility. These features ensure children of all abilities can play together in a safe and engaging environment. The accessible surfacing also supports caregivers with mobility challenges, creating a welcoming and inclusive space that reflects the City of Oshawa’s commitment to barrier-free recreational design.

A senior play area features unusual playground components including a double zipline, a rope climber, a pendulum swing and Ontario’s first Giant XL play structure—a massive climbing and sliding tower designed to quench children’s thirst for discovery. The area also incorporates Oshawa’s largest splash pad complete with spray features for kids to enjoy all summer long.

 

Preserving and enhancing the park’s ecosystem

In addition to reimagining the play area for people, plans involved careful consideration of existing vegetation and local wildlife. During the project, 20 trees were preserved, 8 were relocated and 96 more were planted—creating a greener oasis amid the surrounding urban environment. Environmental protection measures even allowed waterfowl that had nested in the area to lead their young out of the project site at the end of their natural nesting period without interference.

Officially opened in June 2021, the redeveloped park has significantly improved recreational opportunities in the area. The project earned a 2022 City of Oshawa Urban Design Program Special Recognition Award, highlighting its success in blending innovation, accessibility, and public value within a highly visible and frequently used municipal space.
