Transforming road safety management in Saint-Jean-sur-Richelieu with TES, a cloud-based data platform

CIMA+ was engaged by the City of Saint-Jean-sur-Richelieu, Québec to configure and deploy TES, a cloud-based platform designed to centralize traffic data and enhance road safety. This solution enables evidence-based decision-making, improves planning efficiency, helps identify collision risk factors and delivers lasting value through a proactive, data-driven approach to safer, more sustainable mobility.

This project was carried out for the City of Saint-Jean-sur-Richelieu with the objective of modernizing the management and use of road safety and traffic data. The main goal was to overcome the fragmentation and limited usability of existing data by centralizing, structuring and enhancing it through the application of a cloud-based digital platform, TES. The project aimed to support evidence-based decision-making in road safety by supporting the analysis of collision trends, prioritization of high-risk locations and evaluation of mitigation measures. It also sought to improve planning efficiency, reduce collisions and their severity, and promote a proactive, data-driven approach aligned with Vision Zero principles.

Enabling safer roads through innovative modelling and hands-on training

CIMA+ played a central role in designing, configuring and deploying the City’s custom TES platform, including integrating multiple data sources (collisions, traffic counts, speeds and road characteristics) into a unified system.

Four TES modules were configured for the City of Saint-Jean-sur-Richelieu:

  1. Infrastructure module: includes the road network inventory and allows users to review current geometric and operational characteristics of a site
  2. Traffic study module: consolidates traffic counts and speed data, estimates average daily traffic across the network, and helps to determine where all-way stop signs or traffic signals are warranted
  3. Collision module: provides instant access to collision data at specific sites and enables the creation of collision diagrams
  4. Safety module: ranks locations based on safety risk using the critical rate method

CIMA+ developed and integrated innovative tools, such as automated geolocation algorithms and advanced analytical methods, incorporating Ministère des transports et de la mobilité durable du Québec (MTMD) standards to assess warranted traffic control systems at intersections. In addition, we provided training, technical support and ongoing system improvements, enabling the City to fully adopt and sustain the solution.

By improving the accessibility, organization and presentation of data, TES provides municipalities with a tailormade solution to enhance road safety, optimize resource allocation and transition toward a proactive, evidence-based management approach.
